Over $5.3 bln of donors' funds to Yemen allotted: official report

Over $5.35 billion of the donors' funds to Yemen (nearly 76.8 % of the total funds), including the $1 billion Saudi deposit, have been allotted up to January 2013, a report said Monday.
The figure was mentioned in the report on the donors' funds allocation progress submitted to the board of directors of the executive unit to accelerate the absorption of donor's funds in its first meeting held in Sana'a and chaired by Prime Minister Mohammed Salem Basindwa.
However, the report showed that the financing agreements signed by Yemen and donors in the same period only worth of $ 1.6 billion, representing about 20.3 % of the donors' total financial pledges.
It indicated to some difficulties in the allocation of donor's funds, including some donors delay in allotting their financial pledges or allocating them in programs and projects not included in the plan provided by the government for the donors' conference.
One of the difficulties was the reallocation of some financial pledges made at the 2006 London meeting, which were financing under-construction projects, and considering them as new pledges.
It underlined the importance of completing the funds allocation to be available to finance the projects priorities included in the phased program for stability and development.
The report reviewed the actions that have and will be made by the government to meet its obligations under the Mutual Accountability Framework (MAF). MAF document outlines the government and donors' respective responsibilities in the urgent task of improving living conditions for Yemeni citizens and laying the foundation for future growth.
Moreover, the board of directors discussed the mechanism to fill the posts of the unit's executive director and heads of its subordinate divisions.
It approved forming a technical committee to receive and examine the applicants' files and another committee to interview applicants for the executive director's post to be chaired by the minister of planning and international cooperation, in addition to the ministers of finance and civil service, cabinet's general secretary, resident directors of the WB and GCC and a representative of the DFID as members.
The meeting also discussed the government's proposals to accelerate the absorption of donors' funds and overcome obstacles, which will be submitted to the Friends of Yemen meeting scheduled for March 7 in London.
