Driven by the historic and national responsibility imposed by the nature of the current phase; grounded in the unified will of the people of Hadhramaut; and holding a firm belief that Hadhramaut is not merely a geographical area on the nation's map, but rather an established identity, a deeply rooted society, a rich civilizational and human heritage, a vital national, economic, and strategic pillar, and an essential component in the equation of Yemen and the region.
Recognizing the rapid political and national transformations and the new imperatives they impose—necessitating Hadhramaut’s transition from a state of fragmentation and divergent stances to a realm of organization, coordination, and broader partnership; from mere reactions to the proactive and effective formulation of positions; and from scattered expressions of demands to the construction of a clear Hadhrami political vision capable of safeguarding interests and rights and articulating them with responsibility and competence.
Convinced that the unity of Hadhrami ranks, the integration of political and societal forces and components, and respect for diversity and pluralism constitute a fundamental basis for building a cohesive Hadhrami stance—one that strengthens Hadhramaut’s presence and representation, and empowers it to influence settlement processes and decision-making in a manner consistent with the interests and legitimate aspirations of its people. Guided by the slogan "Hadramout First"—which reflects the priority given to Hadramout’s interests and the rights of its people, and affirms its right to manage its own affairs and equitably benefit from its resources (without advocating for isolation or severing ties with its national and regional surroundings, but rather seeking balanced partnerships and relationships based on mutual respect, shared interests, stability, and development); and recognizing that current circumstances and the present phase require responsible political will and institutions capable of translating vision into programs, demands into realized rights, and consensus into sustainable institutional action;
The Founding General Conference of the "Hadramout National Council"—convened today under the chairmanship of Mr. Salem Ahmed Al-Khanbashi, member of the Presidential Leadership Council and Governor of Hadramout—has adopted the following. This decision stems from a sense of responsibility toward Hadramout’s present and future, and follows a review of the political and organizational documents presented to the conference (documents that constitute a comprehensive framework for the Hadrami political stance, a roadmap for institutional action, and a foundation for building an effective Hadrami presence that safeguards rights, enhances partnership, consolidates stability and development, and places the interests of Hadramout and its people at the forefront of priorities). Following the deliberations and proposals of the members, and acting in accordance with national and historical responsibilities toward Hadhramaut and its people—and based on the conviction that unifying the Hadhrami will and fostering partnership and consensus constitute the fundamental pillars for protecting Hadhramaut’s rights and realizing the aspirations of its people—the Founding General Conference has approved the following outcomes, decisions, and recommendations:
First: Foundational References and Documents
1- Appointing Mr. Salem Ahmed Al-Khanbashi—member of the Presidential Leadership Council and Governor of Hadhramaut—as Chairman of the Council, and authorizing him to select and announce the Council’s Presidium within a period not exceeding two weeks from the date of this statement, while working to expand the scope of dialogue and consultation to ensure consensus, unity of ranks, and the representation and participation of all segments of Hadhrami society.
2- Approving the political draft for the "Hadhramaut National Council" and the "Hadhrami Vision for Comprehensive Southern Dialogue"—incorporating the observations received—and adopting them as reference documents governing the Council’s positions, choices, and political trajectory, while working to translate their principles and objectives into practical policies, programs, and stances.
3- Approving the Internal Bylaws of the "Hadhramaut National Council" as the legal and organizational framework regulating the work of the Council, its bodies, and its institutions, and defining the competencies of each and the interrelationships between them. 4- Adopting the Hadhrami Code of Honor.
