2019 presented by Prime Minister Ma'een Abdulmalik.
Congratulating Yemeni people on convening the parliament in the historical city of Sayoon, Prime Minister talked about challenges facing Yemen over Houthi war on Yemeni people and destroying the state institutions, noting that by resuming parliament's sessions, the legality's foundations have been fully completed and strengthened.
He said that government's 2019 budget project included a number of aims and policies in which the project had been based on, pointing out that the release is considered the government's plans.
The release included a number of rules for the government's performance, including responsibility of the government on all Yemeni territories, short –term plans, stopping direct expenditure and limiting expense on allocations approved in the budget.
Prime Minister reviewed government's accomplishment-despite challenges and weak institutional, administrative and financial capabilities- like organizing the government's activities, implementing a package of economic policies and measures, activating courts and prosecutions in liberated provinces and rehabilitating security institution.
He also talked about government's efforts of improving electricity and health services and paying salaries of the 63 percent of government's employees across the country.
He added that the government will depend on 2014 budget regarding activities of economic units, independent bodies and private funds.
The parliament referred the budget project to financial committee for discussing it with the government and reporting on the results to the parliament for discussion and finalizing constitutional measures.
The MPs confirmed that the parliament and the government are working in one front for combating corruption, correcting mistakes and regaining the state's institutions.
