The General People’s Congress (GPC), the ruling party in Yemen, has emphasised that the initiative, announced by the President Ali Abdullah Saleh in Sana’a on Thursday in front of the national conference held in Sana’a today and attended by more than 40 thousand personalities from all segments of the society, all the political powers, scholars, sheikhs and social dignitaries, is directed to the people, not to the Joint Meeting Parties (JMP).
Meanwhile, the Head of the Information Office at the GPC Tareq al-Shamy has said Thursday the initiative launched by the President is an initiative directed to the people of Yemen as they are considered the owner of power, and is not directed to the JMP.
The initiative includes the following points: -formation of a committee from the parliament and the shoura council and national activities to draw up a new constitution based on separation of powers and to be subject to referendum by the end of the year 2011, -shifting to the parliamentary system so as all the executive powers are transferred to the parliamentary government by the of 2011 and beginning of 2012, -development of the full-powered local rule on basis of financial and administrative decentralization and establishment of Yemeni regions in the light of geographic and economic criteria, -formation of national accord government carrying out preparation of a new law for elections , including the proportional representation and the parliament should convene, with all its blocs, from the authority and the opposition , to approve the elections and referendum law and formation of the supreme commission for elections and referendum . Al-Shamy pointed out that the shifting to the parliamentary system, included in the President’s initiative, was a demand by the JMP but their stand at present confirms they do not want to take Yemen to the safe side and they have an agenda aimed at leading to chaos. Al-Shamy added that the Yemeni people went out in marches of millions supporting security and stability and initiatives of the president of the republic which aim to solve the political crisis. He added that the GPC has always been present among the circles of the people and does not live in “ivory towers” and it meets ambitions of the Yemeni people and would work for confronting corruption, fighting unemployment and poverty, raise the standard of living of the people and improvement of the economic situations.
