It was chaired by Secretary-General of the local council to maintain Khalid Saeed Al-deini and it included the Governing body of the local council to maintain and officials in the Office of the Ministry of Public Works and Highways,the branch of the General Authority for Land and Survey, Provincial Urban Planning facilities and institutions, electricity and water services, sanitation  communicationsThe plan wa prepared by a professional team specialized in  Urban Planning sector from the General Authority for Land,Survey and Urban planning -hadhramaut Branch. It included the absorption for future plans and development of the city and location for areas for special services, infrastructure of roads and facilities, educational and health outlets in general and electricity services, water and communication responsive to the expansion and development of urbanization and growing population in the city. The meeting was attended by Fahad Saeed Al-menhali /Hadhramaut undersecretary for technical Affairs, where the concered specialist and technicians in  in the sector of urban planning maps and models for the outline presented a General guideline for Mukalla city. It included the geographic and its administrative outline that extends from Wadi Shousah in the west upto Wadi Sheheir Eastern side and to the ring road to the north. Also identifying main streets in addition to the streets border units nearby and the use of  land in various aspects such as residential, industrial, agricultural and investment, taking into account the existence of places and locations of public service At the meeting which was attended by Undersecretary of Hadramout province of
