The program was signed by Minister of Education Abdul-Salam al-Jawfi and Qatari Minister of Education and Higher Education Saad Bin Ibrahim al-Mahmoud The program was signed on the sidelines of conference on "Quality of education in Arab countries," held currently in the Qatari capital of Doha.
