http://www.english.hadhramaut.info Draft Constitution ready after four months; CDC Member Duba'i [The Source: SANA'A\Hadhramaut\Al-Thawra Newspaper - Monday -14/April/2014] Member of the Constitution Drafting Committee (CDC) Dr. Ulfat al-Duba'i has confirmed that it has been agreed on a four month-period for finishing the first draft of the constitution, indicating that the process of constitution drafting must be professionally and away of political reconciliation agreed by the National Dialogue Conference and its outcomes. Dr. al-Dubai said women existence in the committee will add specific attention in sharing drafting different national items and will give women issues, approved in the NDC, additional focus. Hamdi Doubalah interviewed the CDC member al-Duba'i and got more details about what has the committee achieved yet. The committee has started its work by listening to Heads of NDC's Working Groups and has been briefed on the groups' reports. Then the committee started drafting its by-law and dividing the constitutions into chapters and defining the time plan to draft the constitution. The committee's members also have been divided into three groups to classify the constitutional articles included in the NDC's outcomes and distributing them on the topics of the draft chapters. According to al-Duba'i, the committee's duty is going smoothly and there is nothing hindering its work as the committee is working in atmosphere of fully harmony. Implementing the 31 points Observers of the Yemeni political scene notice that the committee is facing political elite tends to create crisis in the country, especially under a government unable to address the main issues working on building confidence among the Yemeni social components and under a government has not been able to complete the implementation of the 31 points needed as a paving way for the NDC. So that, the political elites' policy of transferring problems will be one of the obstacles hindering completing the constitution drafting or the process of referendum on it. This means that presidential decrees are needed to help in the process of drafting the constitution and putting it on referendum by forcing the human rights violators out of the political scene as a transitional justice. Challenges The four-month period for drafting the constitution is enough and the problem is not in the period and process of drafting, rather it is in the government's keenness on speeding up the implementation of the NDC's outcomes that will help on building confidence between social components, especially the warring ones. The government should work on solving the Southern and Sa'ada issues as there is still huge negligence in curing injustices. There are other policies working on aggravating the situation and this poses a danger could be reflected on hindering the process of drafting the constitution and referendum on it. Sort of Balance The role of Yemeni women in the revolution has provided some sort of balance in the Yemeni society has been under male management for long time of history. This management has been away of positive fatherhood and changed into negative one resulted in hegemony and clashes of interests. The role of women in the Arab Spring Revolutions and the Yemeni revolution in particular has restored the balance to Yemeni human being via the rise of the mother's role in shouldering the responsibility in fixing the devastation left by the male corruption. The Yemeni women has found a chance in the revolution to restore the balance of this society and encouraged men to restore the fatherhood's values. Via the role of women in the revolution it has been observed that the society cannot be creative and will not improve while the half of its members are away of the real participation in this improvement. The participation of women in the NDC by 30 percent of its participants has been a special case through history. The NDC's political forces agreement on allocating 30 percent of shares to women in all social sectors including decision making institutions requires serious attitude from the government to implement this right and the political parties should adopt women program, which will be included in the constitution. Legislations and Awareness Any social negative phenomenon, like female child marriage, domestic violence and others should be studied to know the reasons behind them and then working on making solutions to these reasons via two mechanisms; law legislations adopted firmly by the government and conducting awareness campaigns on the reasons of these phenomena and their negative results.
