Benomar welcomes UNSC resolution 2140 on Yemen

The Special Adviser to the UN Secretary-General on Yemen, Jamal Benomar, welcomed the adoption of resolution 2140 by the Security Council on Wednesday.
“I welcome the unanimous adoption of resolution 2140 by the Security Council today. Once again the Council has spoken with one voice in support of peaceful change in Yemen”, Benomar said in a statement.
“In my last briefing to the Council, I highlighted the remarkable achievement of the Yemenis in concluding the National Dialogue Conference. Nevertheless, I noted that despite real progress in the transition, there has been a systematic pattern of obstruction. I told the Council that the Yemeni people are doing their part, and that they are counting on the Council to do its part”.
He went on to say ”I am pleased that today the Council took decisive action in its resolution 2140. The Council recognizes that [and I quote] “the transition agreed upon by the parties to the GCC Initiative and Implementation Mechanism Agreement has not yet been fully achieved” [end quote]. The Council also emphasized [and I quote] that “the transition process requires turning the page from the presidency of Ali Abdullah Saleh” [end quote].
The UN official also said that the Security Council has sent a strong and clear message to Yemenis, “the Council supports the project for peaceful change and democratic governance. The Council also warns that spoilers who seek to obstruct or undermine the transition will be held to account”.
Benomar pointed out that a sanctions regime and committee is now established under Chapter VII.
“This is a major development”, he described.
“With this resolution, the Council is supporting the legitimate aspirations of the Yemenis, including the youth, who fought and continue to fight for deep and meaningful change. The Council commended the leadership of President Hadi, and also noted with appreciation the joined up effort of the international community in support of Yemen, and in particular the important role of the GCC”.
British Ambassador Mark Lyall Grant told the Council that the resolution sends four messages: that the world wants to support the Yemeni people towards a "more stable and prosperous future," that the next steps in the transition are clear, that those wishing to derail the political transition will face "swift and firm" consequences, and that when this Council works together and delivers tough messages, it can create the catalyst for change.
He also commended the GCC and Benomar's continued efforts in support of Yemen through the transitional process.
US Ambassador Samantha Power also told the Council "we encourage the Yemeni government and all Yemeni stakeholders to continue moving ahead with the political transition according to the Gulf Cooperation Council Initiative and Implementation Mechanism."
Yemeni Ambassador to the UN Jamal Abdullah Al-Sallal told the Council that the Yemeni Dialogue is a "clear example of constructive cooperation" between the UN and the GCC through the Council's approval of its peace Initiative and its time-bound Implementation Mechanism.
He also thanked Benomar, the Secretaries-General of the UN Ban Ki-moon and that of the GCC Abdellatif Zayyani, Security Council, GCC and EU members for coordinating the Gulf Initiative.
